In the past year, there have been at least three fatal crashes when Tesla cars were in self-driving mode.
The government alleges Anthony Levandowski stole Waymo documents in 2016 while he worked there as an engineer, then took them to Uber.
The death of 49-year-old Elaine Herzberg was the first known fatality linked to an autonomous vehicle in the United States.
Tempe Police concluded the accident was "entirely avoidable."

The NTSB published a preliminary report on the incident Thursday.
